TrigInDetValidation: update conditions+geometry for cosmics test

Hello,

The trigger ART test running over cosmics data is currently failing due to outdated conditions in RAWtoALL (ATR-29692). This MR updates the offline global tag, as well as the geometry (we're now using a data23 cosmics run).
