Migration of Global PFlow Functions

This moves some functionality related to identifying whether particle flow objects link to electrons/muons from inside JetRecTools to PFlowUtils such that the code is no longer part of the jet software. This is one of many steps needed towards a first version of a new global particle container.

There is no change in code functionality and no output is expected to change. Local tests running jet finding show via diff-root no changes appear in the jet output.

Of interest to people working on global pflow software such as @jdandoy , @dgillber .
