Draft: Fixing the bug on the SCT bad error judgement
Fixing the wrong treatment of the byte stream errors in SCT_ByteStreamErrorsTool.cxx. This request makes the SCT byte stream error treated as the disabled elements correctly in tracking.
The not-fixing version could not recognize the error flag properly due to the mistreatment of binary, and the errors made holes on tracks.
