Allow to disable the prototype segment fit for Phase-2 muon pattern validation

This MR adds a flag that allows to disable the prototype segment fitter in the Phase-2 muon pattern recognition validation. This allows to speed up validation on real data events, where the segment fitter still exhibits problematic behaviour. CC @jojungge.
