This MR disables cppcheck for now in the dev3 and dev4 LCG nightlies as discussed in ATLINFR-5462. cppcheck is automatically enabled in these nightlies since the Wed LCG nightlies contain now cppcheck 2.14.1 - this breaks the ATLAS LCG nightlies due to problems with the FILESDIR variable of that cppcheck LCG installation.
