[ATR-28717] update Run 4 EDM and add trigger content to DAOD_JETM42

Updates trigger content of R4 EDM file.

As this is only a placeholder in release 24, I'm adding it to main. cc @cantel

Also pass the full trigger payload into the DAOD_JETM42 format, cc @drankin & @sch
