Reverting MinHTRatioWedge to its original value: 0.5

This merge request is related to MR (!64048 (merged)). All the other details are in the Jira ticket (https://its.cern.ch/jira/browse/ATR-25537). During the fixing of the HIP trigger chain, the MinHTRatioWedge cut was loosened to 0.4 when the trigger experts debugged the code but was never reset to the correct value of 0.5. The only change in this MR is returning to the initial MinHTRatioWedge value of 0.5.
