CppCheck: introduce ATLAS_USE_CPPCHECK option
Add the ATLAS_USE_CPPCHECK cmake option to explicitly enable/disable the use of cppcheck. Also bump the cppcheck required version to 2.14.
Relates to ATLINFR-5462 and ATLINFR-5449.
