Add hard scatter GNN vertex selection tool - HSGN2

This MR is associated with the new algorithm, based on the adoption of graph neural networks, named HSGN2 (adapted from SALT framework) with aims at improving the efficiency of selecting the correct Hard Scatter vertex in the collisions.

All the changes in this MR are made exclusively to run HSGN2 .

Command to check: runIDPVM.py --files [AOD file] --hardScatterStrategy 4 --doExpertPlots
