Backport tau20 chains to the mc23d branch

Cherry picks !63855 (merged) and ATR-27546 into the MC23d patch branch.

Targeting the soon to be requested 23.0.32.5 patch release. Chains will be available in any subsequent productions.

Note that the references are not updated due to conflicts (but there's no CI, so it doesn't really matter)

Hi, based on my experience, adding new triggers requires applying patches to two .ref files. Do you only need to modify Physics_pp_run3_v1.py? -L1
