updates to efex monitoring and update the han configuration (includes some jfex updates)

This update will add eta phi maps for the counts of supercells above and below +500 and -500 MeV respectively, along with the timeseries plots for each of these. It does a similar timeseries plot for accompany the eta phi maps for the eFEX TOB counts after low and high pt cut too.
