Change SCT DQWebDisplay configuration, to improve DQ assessment
Changed configuration for SCT Coverage histogram:
- threshold set in percent units
- ignore empty bins from evaluation
Removed warning/error colors for histograms in SCT Details folder (not used for DQ assessment).
