Muon Cabling - Fix R4 cabling dumper & add unit test

• BI phi strips were saved in the cabling map eventhough, there shouldn't be any. Identifier dictionary typo fixed in https://gitlab.cern.ch/atlas/geomodelatlas/GeoModelData/-/merge_requests/109
• Added unit test for the BI-RPC cabling dump
• Removed phi strips from cabling dump. @pscholer, a new cabling tag is needed... sorry
