Update jet retriever for event display

• Clean up obsolete b-taggers (SV1, IP3D etc) and add new taggers (ATLASRECTS-7592). Only AntiKt4EMPflow jets are supported. DL1d is ready to use. GN2 is configured but should be commented out until it is scheduled to run in RAW->ESD step (cc @bdong )
• Tidy up jet constituents. Add track links for PFlow jets and UFO jets.
• Clean up out-dated jet attributes (isUgly, isGood, isBad). Add JVT and charge. (Atlantis need to follow up on this.)
• Add Antikt10 UFO jets.

Target 24.0 so that online event display and reconstruction can use it. CC @myexley

Build area was cleaned as per request posted in the DB. The full software build will be performed
