TRTCalibration - Adding LAST step and updating previous steps

This MR is meant to introduce the LAST step files (still in progress the full chain).

The last step runs up to generation of the .pdf file. It can be used to check the results with the old chain.

Additionally I have modified the previous steps regarding the printing information and the error handling.

FYI @hansenph, I have implemented also the option in the ACCU step the possibility to pass as an argument the --calibconstants=condDB.txt to call the TRTCondWrite (if you can test it, just let me know!)
