Adding low-TE gTE items for HI
In parallel to the extensive noise hunting campaign to tune the low-TE jTE rates, an option to use gTE items is worth exploring (ATR-30042). Three new gTE thresholds are added to HI menu, to be tested in the reprocessings and - when there is an opportunity - in the noise test. This MR also includes a change to the gFex JwoJ simulation to fix the resolution of TE information sent from gFex to L1Topo (200 MeV -> 800 MeV)
