sTGC TP bytestream decoder: throw proper exception for bytestream corruption to prevent an FPE

This is a temporary fix to prevent the sTGC TP byte stream decoder from crashing while investigations on the root cause of the corrupted data are ongoing. This is a temporary fix for ATLASRECTS-8072 and ATLASRECTS-8087
