Added --OnlyTrackingPreInclude option for IDPVM
Some Run 4 IDPVM ART tests were found to occasionally crash due to some Muon condition algorithm. Since those tests are running on AODs which have been produced using the OnlyTrackingPreInclude option, disabling all non ITk/HGTD detectors for reco, those can also be disabled while running IDPVM, to reduce dependency to potential crashes from other domains. Such an option is provided here and the Run 4 IDPVM ART tests running with OnlyTrackingPreInclude are updated to also use it when running IDPVM.
