Add an IDPVM test for Fast Track Finder ITk LRT

Similar to !60492 (merged) define a test for the FTF LRT implementation for ITk. Defined in IDPhysValMonitoring as the FTF instance is run in offline, rather than in the trigger.

New DCube configuration added, to plot the LRT folder.
