fix fex mismatch histogram filling so that they all fill once per event - so that plots so event rates not tob rates

William Buttinger requested to merge will/athena:24.0-fexMonitoringUpdates into 24.0

The mismatch plots are being filled multiple times per event when now they should just be being filled once per event based on if there are mismatches or not.
