remove run4 ART tests from 24.0

Digitization and Overlay Run 4 tests are removed from 24.0, since the upgrade workflow is only supported for main, so we are removing the tests rather than fix the crash introduced by the removal of hardwired TGC tags in !72108 (merged). The jobs still run in main, for which the conditions tag has already been updated.
