Draft: Downgrading WARNING to INFO in CreateLumiBlockCollectionFromFile
This downgrades a persistently ignored WARNING to INFO as part of the effort to reduce the number of long standing and ignored warnings. As can be seen in the ticket, this information hasn't been filled for some time. We can discuss in the MR if we should do more than just remove the warning, and remove the relevant lines entirely if they are always going to return zero. Marked draft for this reason.
