updates to ZDC and ZDC-LED monitoring histograms

(1) adjusted max value and binning for ZDC-LED sum-ADC distributions (2) added monitoring histogram for LG amplitude, LG refit amplitude, and max ADC; adjusted binnings of a few amplitude-related monitoring histograms (3) added a shebang line to ZdcRecConfig.py to make it an executable

Marking as urgent since the changes in item (1) are necessary for development of the Tier0 ZDC calibration loop aiming to be in place by the HI run. Needing to be merged ASAP. @steinber @lsudit @bcole
