migrate MenuSequenceCA to MenuSequence (ATR-29039)

Francesca Pastore requested to merge fpastore/athena:MenuSequenceCARemoval into 24.0

removed the duplication of MenuSequence and MenuSequenceCA, in view of HLT menu generation cleanup. Maintain MenuSequence which has now also the CA features. Related to TriggerMenuMT cleaning and optimisations followed up in ATR-29039
