extend rad max for strip seeding search in conversion pass with ITk (legacy as well)
As mentioned in ATLIDTRKCP-539 the current setting for the radmax for the ITk conversion pass cuts the last barrel layer. That means that the red space points on the plots are not considered for the Strip Seed Finding. This MR extends the radmax value to 1100 mm to include those as well. This will effect for legacy and acts reconstruction.
