Adapting FFJetSmearingTool for R21 UFO jets recommendations

Adapted the FFJetSmearingTool package in JetUncertainties to take care of the new JMS/JMR uncertainties recommendations for largeR UFO jets in R21. The fix ensures that:

  • the full list of recommended systematics is retrieved (through recommendedSystemtaics() function )
  • the topology of the jet affected by a certain systematic is checked more precisely than before
