Add han config for L1TRT histograms; Adjust monitored triggers, and event selection - ATR-28372

This merge request adds the han configuration for L1TRT histograms.

Additionally, adjustments are made to the monitored and reference triggers for compatibility with new trigger chains. Also, a correction to the event selection algorithm is made.
