Define seedThr for gFEX gXE in counts ATR-30182
As discussed in ATR-30182, the purpose of this MR is to modify the seedThreshold defined in the trigger menu for gXE in counts rather than in GeV. This required changing the subsequent interpretation of the parameter in the trigger menu (when the parameter is written in json) as well as wherever the parameter is used in the gFEX simulation. Additionally, the gTE resolution has been changed from 800 MeV to 200 MeV in the trigger menu and simulation, according to ATR-30042.
