ACTS-Trigger Fast Mode

Adjust the trigger configuration to run in fast mode. In particular remove strip seeding and spacepoint formation

The Fast Mode is controlled using the flag Tracking.doITkFastTracking which is locked, modify pixel seeding to take a kwargs instead for this. Other code already moves the value of that flag into kwargs.
