fix ART tests for TGC folder access, see ATLASSIM-7287

Updating the conditions tag used in some run 2 ART tests. Most tests have been updated in !74274 (merged) but it seems that for two tests in OverlayTestsMT the changes have not made it to main (I am not sure why) and there is also a test in SimuJobTransforms that it is using an older tag that needs to be updated to OFLCOND-MC16-SDR-RUN2-12 to pick up the TGC digitization folders.
