ATR-29849: Configure pix trk chains to only do pixel tracking

Tomasz Bold requested to merge tbold/athena:configure-hlt-pix-trk-to-use-right-flags into 24.0

This is a followup MR in which the MinBias like config in is altered to only do pixel tracks for chains requesting exactly that.
