Introduce dummy online/offline mapping for ITk strips

This introduces a functor (and test) to algorithmically generate onlineId for the ITk Strips directly from the offline Id, for use with the bytestream codec being developed by @carquin and @dtorresa. This version is far from final, intended as a demonstrator. A modern version of the dictionary file has been inserted also, for testing ITk identifiers specifically.

Hi @sroe, is there some versioning present in the concept? I'm afraid we may end up with files generated with different releases and different versions of the cabling for both pixel and strips and it would be great to be able to at least diagnose that all is compatible. cheers Jiri

Looks in principle fine from L1 point of view (must admit I didn't check the xml in detail). Would pass to L2 for a second pair of eyes since new classes are introduced. Please also resolve the open thread.
