MuonDigitization: update deprecated Gaudi syntax (ATEAM-1020)

Update deprecated Gaudi syntax in TGC and RPC digitization code (ATEAM-1020)

NB This mostly seems to be related to determining pseudo-IoVs for loading conditions information. In the future this would be better done via a ConditionsAlg, but that is beyond the scope of this MR.

build area is cleaned as the previous build was for the MR labeled as full-build
