Projects: update to atlasexternal 2.1.27

Only change is the removal of the GAUDI_V20_COMPAT compiler flag, which removes previously deprecated Gaudi interface methods.

Also drop all the unnecessary (and potentially harmful) GAUDI_API specifiers in our code base.
