ACTS TF: Use the initial covariance after the KF seed refit

The covariance estimated by the KF refit contains information about the measurements we are about to reprocess which can bias the second filtering and smoothing step. To avoid that we can just reuse the initial covariance we used for the KF refit in the first place.
