TauRec: remove redundant TJVATiebreak flag for TauVertexFinder

This MR is removing a redundant flag in TauRec about the TJVATiebreak criterion used in the TauVertexFinder. Since this flag is true and the TJVATiebreak criterion was used as default for R22, the code can be simplified.
