Update to eTAU ptMinToTopo and eTAU1 threshold for HI

As mentioned in ATR-29028, the previously set eTAU ptMinToTopo value and eTAU1 threshold are too low to be used in data-taking. Modifying according to latest noise test: https://atlasop.cern.ch/elisa/display/581108
