TRT Heavy Ion configuration updated for upcoming HI runs.

Emre Celebi requested to merge ecelebi/athena:dq_r24_TRT_HI_threshold_v2 into 24.0

TRT Heavy Ion configuration updated, -Residual thresholds updated. -Empty (as expected )Xenon histograms now are checked with histogram_empty algorithm. -Drift time histograms will be checked with Kolmogorov algorithm.
