HIMonitoring: delete unused monitoring package

Delete legacy (pre-MT) heavy ion DQ monitoring code, which according to ATLHI-437, is no longer used.

Considering the imminent HI run, I am deleting this in 24.0 to avoid any confusion what is actually being used.
