ZdcRecConfig: sweep of CI/unit tests from 24.0
Manual sweep of !75302 (merged) to enable the ZDC CI/unit test in main. Required the following fixes:
- set default GlobalTag
- fix wrong return code in
ZDC_GeoMintroduced by !75269 (merged) (fixes ATLASSIM-7313)
