Clean up deprecated HardScatter collection configs

Follow up to !72044 (merged), which removed the algorithm producing the HardScatterParticles and HardScatterVertices collections

Explicitly remove the now empty AddHardScatterCollectionCfg + the collections which are not produced anymore
