Update LArQuickHistMerge and online monitoring jobs

Ellis Kay requested to merge ekay/athena:Update_LAr_OnlineMon_HistMerge into 24.0

Slight improvement to LArQuickHistMerge - if all requested folders are not found in the first file, loop until we find them. Also, see if we find additional objects in those folders.

Also adding most recent updates for LAr DT monitoring
