Changes to ZDC offline DQ config to be consistent with current ZdcMonitoring

The ZdcMonitoring configuration went through substantial revision in the last week or so, necessitating a major revision of the ZDC offline DQ config.

This MR also adds ZdcMonitoring to AthenaMonitoringCfg, to let us see our histograms in express and bulk processing. This fell through the cracks before and needs to be repaired before the HI data starts. It is disabled for Run 2 and MC, since it fails those tests, but it is quite tailored at the moment to Run 3. It is also expressly disabled in GlobalMonitoring_CA.py to avoid any unexpected interference.
