MuonMDT_CnvTools+ALFA_RawDataByteStreamCnv: fix service deprecation warnings

Fix Gaudi service API deprecation warnings in dbg build. Not clear why the ERROR messages would only be useful in the dbg build. Make them unconditional.

Relates to ATEAM-1020.
