Update config for offline monitoring for HLT jet trigger

As the new HI runs started, we have noticed that the monitoring of jet trigger chains is currently limited because of the need for an update in the config for the offline web displays. The chains are now updated in this MR and the monitoring should be back online with this fix. This a copy of !75703 (closed) which was closed because the source branch had started off main and rebasing to 24.0 seemed an unsafer route considering the differences with main.
