Move functions persistifying seeds and tracks from track finding
This should fix ATLIDTRKCP-638 since it avoid overlap between the legacy and the acts persistification mechanisms. It also simplifies the configuration, since now these functions are called within the loop on the Config flags
Also fixed a bug in the acts JO ... opsie
