Updates to PyDumpers to support LCG_106a

Cherry-picked two merge requests from main:

  • Work around cppyy.std.string repr() change (See merge request !70377 (merged))
  • Second, more complete fix for dumping ROOT.std.string in ROOT 6.32 (See merge request !70423 (merged))
