Update han config for jFEX TOB maps

Moritz Hesping requested to merge mhesping/athena:jfex-han-config-update into 24.0

In !74372 (merged) versions of the jFEX TOB eta-phi histograms with a minimum energy cut were added, which are not appearing in the webdisplay yet due to a missing config entry. Here they are added, and also the descriptions for the existing histograms are improved somewhat.
