IDPVM ART: improve argument and error handling

• fix arguments to handle spaces etc in bash run() function.
  • this is now done in all IDPVM tests, even if it isn't needed at the moment.
• Use run() to call Reco_tf.py in a few places it was missing.
• harmonise error handling for ambi-scored tests to match the others.
• mv acts-expert-monitoring.root out of the way in some more places.

Applies the changes from !74371 (merged) and !75407 (merged) to the other tests.
