FPGATrackSim: Add unit test and monitoring for F200

This adds a unit test for F200 analysis plus an ART+dcube monitoring script.

Since the unit test is running on ttbar events, due to EFTRACK-591 TrackExtension has been disabled. (That's probably ok though cause TrackExtension runs for single-mu in the main workflow CI test)
